On a competitive youth basketball team, the 3 coach's kids start and play the whole game. They are not the strongest players and better players are backing them up. The team is winning most of its games.
Do you say anything to the coaches?

This sounds like a frustrating situation. To answer you question very directly, I don't think you should say anything to the coaches. Is your child voicing frustration about the situation to you? If he/she is, then you could encourage your child to talk with the coach about what she/he needs to do to get more playing time. Most coaches appreciate hearing from players, when they're asking about what they specifically need to work on to improve (to get more playing time), but they are often not receptive when parents approach them with ideas about who is starting and getting the most minutes.
